argrelextrema explained

I am a newby in data science, but and bumped into the method argrelextrema
.
I googled the method to learn more, but didn't really find a human explanation.
The example given in the documentation is:
>>> from scipy.signal import argrelextrema
>>> x = np.array([2, 1, 2, 3, 2, 0, 1, 0])
>>> argrelextrema(x, np.greater)
(array([3, 6]),)
>>> y = np.array([[1, 2, 1, 2],
... [2, 2, 0, 0],
... [5, 3, 4, 4]])
...
>>> argrelextrema(y, np.less, axis=1)
(array([0, 2]), array([2, 1]))
Honestly, I don't understand how to interpret these results.
Could somebody explain this method to me in human language, and how to interpret this result?
Given a source for me in the comment section, I'll be happy with it as well so I can continue my study.
